"Defence Budget Overview
The defence budget grew by an average of 2.2 per cent yearly between 2002 and 2006 compared to nominal economic growth of 8.8 per cent over the same period, leading to budgets declining as a proportion of GDP. At the same time inflation (as measured by the IMF) was averaging over three per cent, and with budget growth lower than inflation, Thailand's defence budget declined in real terms. The trend of decline was arrested in the military-driven 2007 and 2008 budgets, which saw expenditure increased by a third and a quarter respectively. The 2008 budget was 59 per cent higher than that of 2006.The 2010 budget (USD4.73 billion) represented a 17 per cent reduction on the previous year (USD5.70 billion - the highest budget in the country's history at 1.98 per cent of GDP) and reflected Thailand's concerns about how badly it would be affected by the global economic crisis"
