Information and Communications Technology Minister Juti Krairiksh said the cabinet approved TOT's 3G business plan.
Mr Juti said the investment budget was reduced from 29 billion baht to 19 billion baht. The ministry wanted the state enterprise to lower the budget because of the sharp fall in the price of 3G equipment.
There will be changes in the TOT's organisation structure as a subsidiary has to be set up to help run the business. The infrastructure must be shared to reduce overlapping investment costs, the minister said.
He said the number of base stations will increase from 4,700 to 5,400 and they will cover key areas in Bangkok and about 15 provinces.
"If the plan can be implemented quickly, the result should be seen in six months," he said.

Jag kan inte ge något exempel på någon mack, men däremot en rondell. Dåvarande banverket byggde en rondell till båstad kommun mitt ute på en åker, långt innan vägen var framdragen, som en del av avtalet att få förstöra natur och grundvatten för åtskilliga bybor på åsen. OT i denna tråden, javisst men dock ett bevis på vad som kan hända när politiker lämnar hjärnan hemma innan man går till "jobbet"

State-run TOT Plc plans to provide 3G broadband services by April next year, TOT managing director Warut Suwakorn said on Thursday.
"TOT is now procuring the network equipment and the setup is expected to be complete within three months," Mr Warut said.
He said the service should be launched within six months, as set by the Information and Communication Technology Ministry.
Krung Thai Bank had initially offered to provide financial consulting services to TOT, while Kasikornbank had offered to provide loans to the state telecom enterprise.
TOT was also considering obtaining foreign loans from Standard Charter, Barclay and Ericson State banks.
"A positive thing about getting foreigns loans is that they are low interest and the payment period is seven years. However, the baht's value is always changing," Mr Warut said.
The managing director said his company would welcome an alliance with Advance Info Service (AIS) in the 3G project and take part in the marketing strategy as a virtual network operator (VNO).
ICT Minister Juti Krairiksh said TOT's 3G project had immense benefits and the procurement needed to be examined thoroughly while the auction must be open to all bidders.
"The first 3G base station must be operational before April next year," Mr Juti said.
He said the ministry wanted TOT to allow foreign firms that do not have offices in Thailand to take part in the auction, so foreign investors can bring in their money to the country immediately.
On CAT Telecom Plc's 7.5 billion baht plan for Hutchison CAT Wireless Multimedia Ltd, Mr Juti said he had instructed CAT Telecom chief executive officer Jirayuth Rungsrithong to hold talks with Hutchison and submit a proposal to the cabinet within one month.

Jasså, en enda bas-station färdigbyggd på hela 7 månader (okt - april)
- Kan vi då räkna med följande utbyggnadstakt???
700 bas-stationer x 7 månader = 4900 månader (ca 408 år) för hela utbyggnaden.
Jag skulle tro att de är i behov av en rejäl ”uppgradering”
av hela systemet när det väl är färdigutbyggt.

Då har säkert även Thailand ett knippe nya juridiska problem att se fram emot

House approves amended NBTC bill

The House of Representatives on Wednesday voted 228-2 to approve the long-awaited Frequency Allocation Bill after it was vetted by a joint House-Senate committee.
The bill, governing the establishment of the National Broadcasting and Telecommunications Commission (NBTC), will be tabled again in the Senate for consideration on Nov 15.
The joint parliamentary committee, chaired by Senator Prapat Pothasuthon, was set up to review the bill after the House of Representatives rejected the bill after it was extensively altered by the Senate.
The newly amended bill will become law after it has been approved by both the House and the Senate and then published in the Royal Gazette.
Main issues in the final version of the bill include:
- The NBTC will have 11 members;
- Representatives of the security and administrative sectors are excluded from the NBTC;
- NBTC members must be 35-70 years old;
- The Secretariat of the Senate is to handle the process of the selection of NBTC members; and,
- State telecommunications enterprises are to return the remainder of their concession revenue to the state in three years.
During today's four-hour House debate, most speakers from the government and the opposition voiced support for the re-amended bill.
