The failure of the last government to pay farmers under the rice-pledging scheme that landed Thailand's already poor agriculturists in serious debt led not just to a public outcry but also prompted concerned citizens to help farmers in their own way.

The assistance comes not through handouts, nor through collections among anti-government protesters, but in a much more sustainable way - non-profit activities that offer people a chance to buy rice directly from the farmers.

Nationwide rice stockpile checks start

Nationwide checking of the government's rice stockpile began on Thursday amid allegations of corruption in the Yingluck Shinawatra administration's rice-pledging scheme, and to allow for planning of future rice management.

The stockpile checks would take about 45 days.

Because of the high pledging price, the former government was unable to sell the grain and also unable to make payment

for last year's crop. Farmers were left deeper and deeper in debt, and several committed suicide.

Opponents said the scheme was plagued with corruption. It has cost the country about 500 billion baht.
 

The scheme also led to the loss of Thailand's status as the world's biggest rice exporter,

because the high pledging price made the rice uncompetitive in global markets, and the rice was left moldering in warehouses

Warong, who blew the whistle on the scheme a few years ago, said on his Facebook page that he expected positive developments from the inspection process that officially started yesterday.

"The National Anti-Corruption Commission [NAAC] is handling two big cases about the scheme," he said.

According to Warong, one case is against ousted prime minister Yingluck Shinawatra while the other is against several former Cabinet members and many big-name rice traders.

The Yingluck-led government initiated the rice-pledging scheme, which was mired in massive corruption allegations and incurred huge financial losses before the NCPO scrapped it.

The NACC has already recommended that Yingluck be impeached. The government led by her Pheu Thai Party lost power following a coup in May.

PM’s Office permanent secretary Panadda Diskul is overseeing the inspection of warehouses that participated in the rice-pledging scheme.

The inspections will look into both the quantity and the quality of rice.

It will take about 100 committees, each spearheaded by senior officials, to inspect about 1,800 warehouses and 137 silos.

The latest round of inspections that started on Thursday found large amounts of rice were missing.

The teams also found good rice replaced with bad grain, rotten rice at some locations,

skipped fumigation routines and uncategorised piles of rice stacked up to obstruct examination, ML Panadda wrote on his Facebook page.

“Why are the systems of the nation like this? There is no good governance in management and trouble was caused to farmers,” he wrote.

Det handlade inte om att lagra ris på ett säkert och riktigt sätt. 

Militären fortsatte i går att inspektera statliga ris lager som lagras i provinsiella spannmålsmagasin och har åter funnit bevis för att stora mängder ris saknas eller i dåligt skick.
