Pledging policy blamed for drastic fall in price of rice

Bangkok: -- THE PRICE of Thai rice has plunged to the lowest level in six years, even lower than Vietnam's despite higher cost of production, due to the deposed government's pledging policy.
The Thai Rice Exporters Association reported last week that the price of 5-per-cent white rice had dived about 60 per cent to US$375-$389 per tonne from the all-time high of $1,020 in April 2008.
Compared to $395 quoted for Vietnamese rice, it is also the first time in history that Thai rice is cheaper.
Chookiat Ophaswongse, president of the association, blamed this on the ousted government's rice-pledging scheme. Exporters are not happy with the price trend, which should boost exports, as the cost of production has been on the rise and Thai rice quality is superior to Vietnam's.
"Thai rice should be more expensive than Vietnamese rice. Our price has, however, dropped gradually since late last year, because the government released stocks in haste," he said.
According to Chookiat, Thailand's paddy rice price is also priced lower than Vietnam's, at about Bt7,000-Bt7,500 a tonne against Bt8,000.
The pledging scheme, which quotes Bt15,000 or about $500 per tonne, has encouraged farmers to sell rice to the government. In the first two years of the scheme, the inventory exceeded 10 million tonnes.
Late last year, the dissolution of the lower House left the scheme struggling, as the government could not find the cash to pay farmers for their rice. Under pressure to raise money quickly, the stockpiles were dumped into the market, leading to the sharp drop in price.
Many foreign buyers have piled on orders for Thai rice because of the cheap price, he said.
That is supported by the Foreign Trade Department's figures for the first four months of this year. By volume, Thailand exported 3.21 million tonnes, which was 26.6 per cent higher than the 2.05 million tonnes in the same period last year.
However, by value, exports rose only 17.5 per cent in baht terms to Bt51.5 billion and only 8.3 per cent in dollar terms to $1.47 billion.
Chookiat hopes that the Commerce Ministry, after the military coup, would slow down the stockpile releases and this should prop up the price.
However, the United States Department of Agriculture projects that in the 2014-15 crop year, rice production would hit a new record of 480.7 million tonnes, up 4.6 million tonnes from the previous year. Assuming normal weather, record crops are projected for the major exporters including India, Thailand and Vietnam.
Global rice supply and consumption are projected to reach record levels of 592 tonnes and 482.2 million tonnes.![]()

Thai move to reclaim rice crown in Hong Kong

Bangkok: -- Thailand is moving aggressively to reclaim its dominant share of the Hong Kong fragrant-rice market, after buyers there agreed to boost their orders.
After leading a recent meeting of exporters and Hong Kong rice suppliers and importers, Surasak Riangkrul, director-general of the Foreign Trade Department, said last week that the government has launched a campaign in Hong Kong, traditionally a major customer of Thai rice, especially fragrant rice, to retake its Thai jasmine rice market back from Vietnam.
Under the plan, the department has designed a project to entice Hong Kong rice consumers into tasting Thai rice. The department has also cooperated with local modern traders such as Aeon to sell Thai rice and set up pavilions at supermarkets providing cooking demonstrations for Thai jasmine rice.
"The department will continue |to boost consumption of Thai rice |by reaching out to end consumers, and will try to support hotels and restaurants that have a huge stock of Thai rice to serve at their restaurants.
Since 2008, when Thailand monopolised 91 per cent of the Hong Kong market for imported fragrant rice, its share has plummeted to about 40 per cent due to high prices.
"Thai Hom Mali rice should regain its piece of the pie soon thanks to close cooperation among the Thai government, Thai exporters and Hong Kong rice traders," he said.
The government will closely work with the private sector to promote rice exports to Hong Kong and other markets, including Singapore.
Marketing campaign
Thailand needs to carry out a marketing campaign emphasising the high quality of its rice to maximise export value. The government will next year focus on persuading Thai rice exporters to concentrate on promoting Hom Mali rice via many channels, mainly to restaurants, the modern trade and directly to Hong Kong consumers.
Thailand is losing its share of the fragrant-rice market to Vietnam, Cambodia and Myanmar.
Witt Maneenetr, the trade attache at the Thai Trade Office in Hong Kong, said Thailand's share of the jasmine-rice market in Hong Kong is expected to increase to 60 per cent this year from about 50 per cent last year.
Thai jasmine rice is quoted at US$1,020 a tonne, against $950 a tonne for Cambodian fragrant rice and $700 for Vietnamese rice of lower quality.
Some local traders in Hong Kong have tried to reduce costs by diluting Thai jasmine rice with lower quality rice. They fill cheap packages with the mixed rice and claim it as Thai rice. The problem has given a bad reputation to Thai rice.
To restore Thai rice's image, the Thai Trade Office will propose to the Commerce Ministry to sign an agreement with Hong Kong customs to prevent combinations of Thai and other rice and infringements of intellectual property rights.
To reassure consumers of the superb quality of Thai rice, the Hong Kong office will also cooperate with local supermarkets to put up signs on their shelves identifying Thai rice that is guaranteed.

Tror jag inte.
Det fundamentala "felet" är att folk röstar rött, så kupper ifrån både gula och militären blir bara nålstick, så fort folket släpps lösa med en valsedel i hand så är vi tillbaks på rött.
Och jag föredrar det faktiskt framför ett "råd" utvalt av "kloka" gubbar.
Militären verkar nu glunka om att det ska bli val , och blir det inte val kommer nog militären så se sig utkuppade av folket, så blev det val i allafall.

ACtually it was the Yingluck government which had put all RPPS related payments into a separate (non-)revolving fund outside parliamentary scrutiny. With the dissolution of the House the caretaker government didn't have the legal power to accept new obligations which would have to be honered by a new government. That's why the caretaker government had to ask the E.C. for permission.
Now if only the Yingluck government had included the RPPS related costs/benefits in the NationalBudget nothing would have been delayed. Of course that's assuming the RPPS had been realistically budgetted.

8th of October - The World Bank said that the rice pledging scheme had proven to be the most costly and would ring up a bill of 115 billion to 150 billion baht per harvest. The reply - Deputy Prime Minister and Commerce Minister Niwatthamrong Bunsongphaisan today categorically dismissed the World Bank’s estimate that the Thai government will incur up to 400 billion baht in losses from the rice pledging scheme for two harvests. He went on to say the Finance Ministry should help secure more funding to meet the 270 billion baht target already approved by the cabinet to be used for the 2013-14 harvests. They said they had the money. They lied.
12th November 2013 - IMF called on Thailand to ditch rice support scheme. The PTP said no. The PTP were warned.

You can see fault with the EC for following the rule of law and the banks because they do not want to solicit loans because of legality concerns and irrespective of whether Suthep threatened the banks or not is inconsequential because the banks still didn't want to undermine the confidence of their investors. Banks where justified too. Remember the GSB loan and the damage it did to their reputation and finical stability? Smart move by the banks. You however cannot see fault with the PTP after they were warned 3 times in the 3 months leading up to dissolution that they would run out of money. They told the public numerous times they did have the money for the season up to February, 2014 which was a lie. And the cherry on the cake is the Deputy PM denouncing the World Bank, demanding to know where they got the figures while saying they were wrong and the PTP were right.

Hoppas att stödpengarna betalas även i framtiden och inte enbart denna gång för att få en del bönder tillfälligt på deras sida. För förut har aldrig sådan stöd betalats.
