Pattaya-

The Night Wish Group will be giving away many meals per day at Nature Bar on Soi 6 next week to give support to the needy and unemployed in Pattaya during the current Covid19 crisis.

The initial days aim will be three hundred meals a day with the eventual goal to provide five hundred as demand rises to support those in need. All who are in need and hungry are welcome to attend. Donations of food and supplies are also welcome.

The meals will be given at 1:00 PM each day from April 19 to April 25 at Nature Bar on Soi 6. Many members of the Night Wish Group will be on hand to help participate and support those in need.

Social Distancing standards will be adhered to and the group will ensure proper hygiene standards, including face masks, hand sanitizer, temperature checks and gloves, are in place.

Nature Bar is a large double unit bar located nearly in the middle of Soi 6, easily reached by Beach or Second Road.

All who are hungry and in need at this time are welcome to attend.

Pattaya lockdown set for 4 p.m. Thursday after successful checkpoint test

Pakarathorn Thienchai (3rd right) and Pattaya Mayor Sonthaya Kunplome (2nd right) inspect the lockdown to make sure it is running smoothly.

Following their poorly planned, botched attempt to lock down the city, Pattaya officials on Wednesday actually tested their checkpoints to determine the impact on traffic.

Last week’s attempted lockdown was a classic case of Pattaya officials announcing a plan without thinking it through first. Traffic chaos quickly resulted when police, Pattaya and Banglamung officials shut down streets to check for identification cards and fevers.

It took a week, but a new plan was devised and on April 15 a dry run was staged to ensure the same problems would not reoccur.

Intended to go into operation today will be eight checkpoints along Sukhumvit Road entering the city at its north and south ends at a major intersections.

Ingress and egress lanes were clearly marked and, this time, traffic didn’t jam as badly.
With the checkpoints set up on Sukhumvit with the intent of screening entering downtown, Pattaya is making no effort to protect the “dark side”, or East Pattaya. While residents there consider themselves residents of Pattaya, the area east of Sukhumvit actually is not inside the legal city boundary and is governed by Nongprue Subdistrict.

So, for the intents of the lockdown, the many foreigners and Thais living on sois Nernplabwan, Khao Talo, Khao Noi, Nong Yai, Railway Road and other large residential streets will effectively be locked out of downtown, treated the same as travelers from Bangkok and other provinces.

Traffic moved much better the second time around. Traffic moved much better the second time around. Everyone passing through the checkpoints are checked, no exceptions. Everyone passing through the checkpoints are checked, no exceptions.

Jomtien/Pattaya-

The Norwegian Church in Pattaya in Soi 5, Thappraya Road, for the second week in a row handed out food for needy people hit by the COVID-19 Coronavirus and the economic effects resulting in an estimated 80% of people in the area currently out of work, according to City Hall.

The following photos were provided by the Church and they plan to repeat this next week. However, as one can see, over 1,000 people showed up and regretfully after handing out over 700 meals they ran out. An estimated 1,400 people showed up in all and the lines only get longer weekly as the situation continues without an end in sight.

Farang news round up for Pattaya April 16 • By Barry Kenyon©

By Barry Kenyon, exclusively for Pattaya Mail
April 17, 2020

Farang-news-round-up-for-Pattaya-April-1 There are eight roadblocks at intersections, all on Sukhumvit, to check vehicles coming into and leaving Pattaya City and to carry out temperature checks.

As news continues to pour in – not always accurate – about the local impact of the Corona virus outbreak, here’s a summary of the latest developments affecting Pattaya and Chonburi-based foreigners.  The topics are sometimes a mixture of national and local authority edicts.

Visas and extensions of stay

Those with short visas – 90 days and under – whose permission expired on or after March 26 are automatically extended until April 30.  Most of the people currently visiting the very quiet immigration offices are holders of a 12 months’ extension of stay who need to renew their permits.  They are not covered for visa renewal by the amnesty described above, although they do not need to report for the 90 days address check-in if the due date falls between March 26 and April 30.  An announcement for the month of May is expected soon from national immigration headquarters.  The likelihood is that the broad amnesty will continue to avoid unhealthy long queues and chaos.  Nothing has been heard of the earlier suggestion to introduce remote visa extension applications by the internet.

No routine extensions to November 30

Some nationals of Laos, Myanmar and Cambodia working in Thailand, often in the construction industry, under the MOU (Memorandum of Understanding between governments) are now permitted to stay here without extension of their labour permit until the end of November 2020.  But this provision is specifically for authorized and documented workers from these three countries bordering Thailand and does not apply to anyone with a passport from another country.

No free Corona treatment

Earlier reports that hospital checks and treatment for Corona-related illnesses among foreigners being free are untrue. The only farang able to claim free treatment are those with authorized work permits since they pay directly into the social security system and are linked to individual hospitals.  All other foreigners must pay for any medical treatment, Corona virus-related or otherwise, at clinics and private or public hospitals or use applicable medical insurance.

The booze ban

The Chonburi governor has announced a ban on buying or transporting all alcohol until the end of the month.  Unless he extends the ban, it would then be permitted to buy booze only during the hours 11.00 – 14.00 hours and 17.00-18.00 hours – a specifically Chonburi–announced regulation.  There is separately a national ban on overnight alcohol sales from 18.00 to 06.00 but the tighter Chonburi time schedule would remain in force, unless cancelled by the provincial governor.  The booze situation is a good example of how national and local orders can overlap.

Pattaya traffic blocks

There are eight roadblocks at intersections, all on Sukhumvit, to check vehicles coming into and leaving Pattaya City and to carry out temperature checks.  In practical terms, residents of Nongprue municipality (known variously as the Dark Side or Nongprue or Banglamung) will not automatically be able to pass into Pattaya City by crossing Sukhumvit.  The same will be true vice-versa.  There have been reports of spot checks at other locations too.  It is best for farang drivers to carry face masks for all passengers, have a bottle of hands’ sanitizer and keep original and blown-up A4 copies of relevant documents, including passport, driving licence and proof of residence.  If travelling outside the permitted area by driving on Sukhumvit, you should also have documentation showing the purpose of travel, e.g., hospital appointment letter.  Foreigners with work permits will have been separately advised by their employer.  The road blocks are temporary until the end of April, unless decreed otherwise, and are in operation daily outside curfew hours.

Curfew hours

The Pattaya lockdown above is a provincial decision and quite separate from the national curfew which lasts nightly from 22.00 – 04.00 hours until April 30 or until changed.  Everyone must be at home during these hours.  The exceptions are very tight and largely restricted to government personnel, Thai overnight workers with dispensation and deliverers of food and essential items.  However, foreigners will be permitted to go to airports with a relevant ticket.  Ambulances or transfer to hospital of obviously injured people are allowed.

Pattaya health officers begin testing bar workers at home

Pattaya-News-2-N-Apr-14-05-Disease-Contr Health workers interview a 7-Eleven employee, one of the many workers who remained on the job in high risk areas.

Pattaya public-health workers have begun visiting popular bar areas to test lingering workers for Covid-19.

While bars have been closed for nearly a month in Pattaya, some hostesses and staff have remained in the city, some peeking out from behind “closed” doors to entice straggling foreigners inside for a “private” drink.

Health workers on April 14 visited both Soi 6 and Soi Buakhao, areas thick with hostess and beer bars that offer accommodations to employees who may have remained in Pattaya, rather than return to the provinces.

Workers tested them for the coronavirus and encouraged them to tell friends to get tested if they are still working in a “high-risk” occupation, such as with foreigners.

It was not made known if any of the people tested were positive.

Nurse Naanya Jantarakad said anyone who thinks they’ve been had high-risk exposure should call 038-429-116 to arrange a test.

Discarded face masks pose COVID-19 risk to Pattaya trash collectors

Pattaya-News-2-N-Apr-16-02-Tireless-wast When Pattaya garbage men sort rubbish from recyclables, they are confronted with a wave of potentially coronavirus-infected fabric. To protect garbage men, people should discarded face masks into easily identifiable sealed plastic bags.

Face masks are one of the main tools to prevent the spread of COVID-19, but, for Pattaya’s garbage collectors, they are perhaps their greatest risk of infection.

Despite pleas from health officials, the overwhelming majority of Pattaya residents are simply tossing their soiled facemasks into the trash. When Pattaya’s garbage men sort rubbish from recyclables, they are confronted with a wave of potentially coronavirus-infected fabric.

Hospitals bag their gowns and facemasks into hazardous waste bags. Medical professionals and Pattaya’s trash collectors want residents to do the same.

Kung, one of the city’s many garbagemen, said he fears catching Covid-19 from the refuse he has to sort through every day. Reaching senior citizenship, he’s in the highest-risk group for infection and uses both gloves and masks to protect himself.

He said residents smile and are polite to him, but simultaneously are being thoughtless about how they disposed of their personal hazardous material.

To protect garbagemen, people should sort their own recyclables, put infectious waste into bags and also put broken glass and toxic material into easily identifiable bags, Kung said.

The men and women sorting through society’s waste and refuse never aspired to do this as a career. For many, he said, it’s their only option. Pattaya’s locals need to be considerable enough to understand that, he said.
